There have been large discussions and endeavour since middle 2010 in Bulgaria, on the change in electricity market regulations for the introduction of balancing groups. Energy MT team members took part in the working group set up by SEWRC and in cooperation with ESO and other electricity traders actively worked on the development of the new Electricity Market Rules (published in the State Gazette, issue 64/2010).
The licensing regulation in the energy sector activities implies the requirement that the license for electricity trading to be supplemented for the activity of coordinating a standard balancing group.
With the introduction of balancing groups end-consumers, members of one and the same balancing group will aggregate their part of their energy imbalances internally among themselves thus significantly reducing the penalty amounts due for imbalances. As a result the effect will be reduction of the total cost, industrial consumers pay for the purchase of electricity.
